Permanent Residency in Belgium
The routes to a long-term, renewable status
After roughly five years of lawful and continuous residence, most non-EU residents can move to a permanent status: either the unlimited national residence permit or the EU long-term resident status, which additionally allows movement to other member states under conditions. Both require an unbroken record, sufficient stable income, health insurance and, in practice, evidence of integration.

The two permanent statuses
The national unlimited residence permit gives an open-ended right to live and work in Belgium. The EU long-term resident status gives the same domestically and additionally allows an application to reside in another EU member state under that state's conditions, which is why it is generally the more useful of the two for people who might move again within Europe.
Both are granted on application rather than automatically, and the file has to be lodged before the current permit expires.
What breaks the five-year clock
- Long absences from Belgium, commonly more than six consecutive months or around ten months in aggregate across the period.
- Gaps in lawful residence between permits, including a permit that lapsed before renewal was lodged.
- Periods spent on categories that are excluded or only partly counted, which is why student and certain temporary years should be checked against the current text rather than assumed.
- Reliance on social assistance rather than stable resources at the moment of application.
Income and integration
The resources condition looks for income that is stable, regular and sufficient to support the applicant and dependants without recourse to social assistance. Employment income, self-employment income and certain replacement incomes are treated differently, so the composition of the income matters as much as the amount.
Integration evidence — completion of a civic integration programme, language certificates, employment history, or study in Belgium — is expected in practice, and the specific requirements differ depending on which Community you live in.
What permanent status does not give you
It does not confer nationality, a Belgian passport, or the right to vote in federal elections. Long-term residents may vote in municipal elections after meeting a residence condition and registering, but not in regional or federal ones. Permanent status can also be lost, primarily through prolonged absence from Belgium or the European Union, so it is durable rather than unconditional.
