Permanent Residency in Sweden

The routes to a long-term, renewable status

Permanent residence in Sweden stopped being close to automatic in July 2021. It now requires a qualifying period of roughly four years of residence on permits capable of leading to it, plus the ability to support yourself through employment or business income, and a conduct requirement covering criminal record and general lawful behaviour. Long-term resident status under the EU rules is a separate track with its own conditions.

What changed in 2021, and why it matters

Before the reform, a worker who had held permits for four years generally received permanent residence as a matter of course, and many people planned their move around that. The temporary law of 2016 was made permanent in 2021, and the grant became conditional.

Two conditions now sit on top of the time requirement. The first is self-support: an income from work or from your own business that is expected to last, assessed at the time of the decision rather than averaged over the years. A person who happens to be between jobs when the decision is made can be refused despite years of continuous employment. The second is a conduct requirement, which reaches beyond criminal convictions to include matters such as unpaid debts referred for enforcement.

Applicants should assume that a temporary permit will simply be extended if the conditions are not met, rather than that permanent status arrives by default.

What permanent residence gives you

The employer and occupation ties disappear, so you can change jobs, start a business, or stop working without your status depending on it. The permit itself does not expire, although the card must be renewed periodically and the status can lapse if you move your residence away from Sweden for an extended period.

It does not confer the right to vote in national elections, and it is not citizenship. Residents who are not citizens may generally vote in municipal and regional elections after a qualifying period of registered residence.

The EU long-term resident alternative

Status as a long-term resident under the EU rules is granted after roughly five years of continuous legal residence with sufficient means and health insurance. Its advantage is mobility: it makes moving to another EU member state substantially easier than an ordinary national permit. Some applicants qualify for both and it is worth understanding which one serves the intended future.
