Cost of Living in Greece
What a month actually costs, with rent and salary context
Greece is the cheapest country in western Europe to live well in, provided you avoid the islands in August. Athens rents rose after 2021 but remain far below Madrid or Lisbon, and the mainland outside Athens is cheaper still.

The seven percent pensioner regime
Foreign pensioners who transfer their tax residence to Greece, having not been Greek tax resident for five of the previous six years, and who come from a country with a tax cooperation agreement, may elect a flat seven percent tax on all foreign-source income — pensions, dividends, rents, capital gains — for fifteen years.
Fifteen years is longer than Portugal's old regime ever offered, and the rate covers all foreign income rather than specific categories. For an American or British retiree with a pension and investments, this is among the most valuable arrangements in Europe. Double taxation treaty interaction, particularly for United States government pensions, must be checked individually.
Utilities are the surprise
Greek electricity is expensive relative to local incomes, and older housing stock is poorly insulated. Winter heating in northern Greece and summer air conditioning in the south both bite. Budget considerably more for utilities than the low rents would suggest.
Islands versus mainland
Island living is cheap in winter and expensive in summer, with rents on the popular islands effectively unobtainable in season because owners let to tourists. Year-round island residents typically secure long leases well in advance or buy. Medical facilities on smaller islands are limited to a health centre with transfers to Athens for anything serious.
