Naturalisation timelines, tests, and dual nationality
The law allows naturalisation after five years of permanent residency, three if married to a Panamanian or with a Panamanian child. In practice approvals are discretionary and slow, and Panama does not formally recognise dual nationality for naturalised citizens.

The gap between the law and the practice
Five years is what the constitution says. What applicants report is a discretionary process with extended timelines, presidential-level approval, and outcomes that are difficult to predict. Anyone choosing Panama specifically for a fast second passport is likely to be disappointed.
Choose Panama for the residency, the dollar, and the territorial tax. Treat citizenship as a possible bonus rather than the plan.
Requirements
- Five years of permanent residency, or three with a Panamanian spouse or child.
- Demonstrated physical presence — which the light residency renewal rules do not automatically give you.
- Spanish language, and examinations in Panamanian history, geography and civics.
- A clean record and evidence of means and integration.
- A formal renunciation of prior nationality, which Panama requires of naturalised citizens even though many home countries do not treat it as effective.
Citizenship by birth
Anyone born in Panama is Panamanian by birth, and that citizenship carries no renunciation requirement. Children born to foreign residents are therefore citizens, which is a common long-term route for families.
