What a month actually costs, with rent and salary context
Panama City is the most expensive capital in Central America for housing and the cheapest for a retiree with pensionado discounts. Outside the capital and the mountain town of Boquete, costs drop steeply.

The pensionado discount schedule
This is legislation, not a loyalty scheme. Holders receive statutory percentage reductions on domestic and international airfares, hotel stays, restaurant meals, medical consultations and hospital services, prescription medicines, professional services, utility bills up to a consumption limit, and public transport. Over a year the effect on a modest budget is substantial and is one of the few genuinely unique features in the retirement-migration market.
Tax
Panama taxes territorially. Income arising outside Panama is not taxed here, including foreign pensions, dividends and remote earnings. Local income is taxed progressively, with a meaningful tax-free allowance.
Panama has been the subject of international scrutiny over financial transparency, and banks apply heavy documentation requirements as a result. Expect account opening to require references, source-of-funds evidence and patience. Americans remain subject to United States filing and to reporting on foreign accounts.
Climate as a cost
Panama City is hot and humid all year and air conditioning runs continuously, which is the largest single utility cost. The highland towns — Boquete, Volcan, El Valle — are cool enough to do without it, which is a major reason retirees choose them.
