Naturalisation timelines, tests, and dual nationality
There is no ordinary naturalisation route that a long-term resident can plan around. Saudi nationality law provides for naturalisation on stated conditions, but grants in practice are exceptional and are made by royal decision, most visibly in recent years to small numbers of individuals with distinguished expertise. Dual nationality is generally not permitted, and foreign residents should plan on the assumption that citizenship will not be available.

What the law says and what happens
The nationality law sets out conditions for naturalisation that include a lengthy period of lawful residence, competence in Arabic, lawful means of living, and good conduct. Meeting those conditions establishes eligibility to be considered; it does not create a right to be naturalised.
Approvals are discretionary and are made at the highest level. The consequence is that the residence-to-citizenship sequence taken for granted in Europe, North America and Australasia has no counterpart here, and long residence, marriage to a national, or birth in the country do not by themselves produce a claim.
The exceptional grants
Since 2021 nationality has been granted to a small number of foreign nationals described as holding distinguished expertise in fields including medicine, science, technology, culture and sport. These grants attracted attention precisely because they are unusual.
The category is not an application route with published criteria that a candidate can work toward. It is best understood as an instrument used selectively by the state rather than a programme open to applicants.
Children and family
- Saudi nationality is transmitted principally through a Saudi father, and a child born in the country to foreign parents does not acquire it by birth.
- Children of a Saudi mother and a foreign father have narrower provisions and are commonly treated under a separate route rather than acquiring nationality automatically.
- A foreign woman married to a Saudi national may apply on stated conditions, which typically include a period of marriage and relinquishing her previous nationality.
- Because dual nationality is generally not permitted, a grant normally requires giving up the existing passport, which is a material consideration in the rare cases where the question arises.
