How to get a work permit and which routes actually exist
Work in Saudi Arabia runs through employer sponsorship. A company holding a valid visa quota obtains a work visa authorisation, the worker enters on that visa, and within a defined period after arrival the employer converts it into an iqama residence permit and a work permit. The permit is tied to the sponsoring employer, though the labour reforms of recent years have made transfers between employers considerably easier than they once were.

How a sponsored appointment is assembled
- The employer must hold an available visa allocation for the occupation and nationality concerned, which depends on the company's size and its Saudization standing.
- A work visa authorisation is issued to the employer, and the worker applies for the entry visa at a Saudi mission abroad with attested qualifications and a medical certificate.
- Degrees and professional certificates commonly require attestation, and regulated professions additionally require verification of the practitioner's credentials before a licence is granted.
- After arrival the employer arranges medical testing, biometrics and health insurance, and applies for the iqama within the period allowed.
- The iqama carries the holder's occupation as classified by the authorities, and that classification affects licensing, family sponsorship and job mobility.
What the labour reforms changed
The reforms introduced from 2021 modified the older kafala arrangements rather than abolishing sponsorship. Many private-sector workers may now transfer to a new employer at the end of a fixed-term contract, or during it where notice conditions or specified breaches by the employer apply, and may request exit and re-entry permits through the official platforms without the sponsor's approval in the circumstances defined by the rules.
The reach of these provisions is not universal. Domestic workers and several other categories sit under separate regulations, and public-sector and some regulated employment operates differently. The practical position for a given worker depends on the contract, the occupation classification and the sector, so the governing rules for the specific job should be checked rather than assumed.
Saudization and what it means for hiring
The Nitaqat framework grades private-sector employers by the proportion of Saudi nationals they employ, and a company's grade determines its access to new visas, renewals and transfers. Separately, decisions have progressively reserved defined activities and occupations wholly or partly for Saudi nationals.
The effect for a foreign candidate is that eligibility is decided as much by the employer's quota position and the occupation's localisation status as by the candidate's own qualifications. It is worth establishing early whether the sponsoring company can in fact obtain a visa for the role being discussed.
Shorter and specialised arrangements
- Temporary work visas are issued for defined short assignments and project work, on terms narrower than a full residence permit.
- Seasonal and event-related permits exist for defined periods and activities.
- Business visit visas allow meetings and negotiations but do not permit employment.
- Freelance and self-employment permits have been introduced for certain activities and are administered separately from employer sponsorship.
